In August 1964, Dato J.S. Gould invited several enthusiastic men and few Brunei residents to his home to discuss the possibilities of forming a Rotary Club in Brunei. The group of men unanimously agreed that it is good to start a Rotary Club with members from a cross section of the business, professional and government segments of the community. The meeting was the first step to the establishment of the Rotary Club of Brunei Town.

A subsequent meeting was convened in September 1964 at the Brunei Sports Club with 19 prospective members who duly elected Dato Dr Gould as the Acting Chairman and Dato R.D Ross as Acting Secretary. The Rotary movement in Brunei was further encouraged by the visit of District Governor Young in October 1964 when he addressed a large gathering of prospective Rotarians at the home of Dato Hj Talib bin Derwish.

The Rotary Club of Jesselton (Kota Kinabalu) offered to act as the Sponsor Club and Governor Young arranged for Rtn Canon Rusted, President of RC Jesselton to come to Brunei as his representative to appraise the prospects of starting a Provisional Rotary Club. The meeting in January 1965, held in Brunei Hotel OK Restaurant, adopted the constitution and by laws as well as electing the provisional officers and directors.

A cable from District Young on 31st May 1965, brought the good news of the Charter approved by Rotary International. The historical occasion on the 19th June 1965 was officiated by District Governor Young who presented the Charter to the Rotary Club of Brunei Town (now called Bandar Seri Begawan). Dato Dr J.S. Gould was inducted as the Charter President with 6 Board of Directors and 21 other members on the Charter Night.
